Billing Angel is a medical bill advocacy company that helps clients understand and manage their outstanding and overwhelming healthcare bills. Billing Angel was founded by Olga Barone-Allan. Olga has 25 years of experience in the healthcare industry, with broad and detailed knowledge of revenue cycle management (insurance billing and collections), revenue integrity, government payer compliance, denials management, uncompensated care, analytics, process management, HIPAA, product development, and process improvement.

Olga is well respected for her active leadership and diversified areas of expertise. She has been an active member of the New Jersey Chapter of the American Association of Healthcare Administrative Management and Healthcare Financial Management Association for over 20 years. Over her long career she has held senior management positions in consulting, as the Director of Patient Financial Services at a mid-size hospital, and as Assistant Director at a multi-hospital organization in New Jersey.

Olga is a graduate of The College of New Jersey in New Jersey and obtained the CHFP certification in 2020 which represents a Certified Healthcare Financial Professional offered by Health Financial Management Association (“HFMA”). In her spare time, she enjoys movies, books, traveling, and spending time with her family, particularly her grandchildren.

“I was referred to Olga Barone-Allan by my Medicaid, Elder Care and Estate Planning lawyer.  Olga was tasked with straightening out a nursing home snafu for a family friend recently placed on Medicaid.  I was quite distraught and overwhelmed with a $10,000.00 overcharge. 


Olga was wonderfully accessible and reassuring during the entire process. I was kept informed throughout her investigation.  Olga’s interaction with all parties at the nursing home was courteous and professional.  She had resolved my issue within ten days.  Medicaid regulations and dealing with complicated nursing home billing errors can be daunting for the average person.  “I was dealing with an overzealous attorney Janet Romano, representing the nursing home my father was a resident of.

The Attorney had placed a judgement on my father’s estate, and me. I was very confused by this as I went through the Medicaid system for my father’s stay in the nursing home. When I received the judgement documents I solicited the assistance of an attorney Gracias Montilus. He did some filing but after that I was unable to reach him. I called, emailed, text and went to his office, no contact. I tried speaking with Ms. Romano directly to explain that my father’s stay in the nursing home was under Medicaid. She basically didn’t want to hear that, and tried to treat me as if I was a criminal. Needless to say I was extremely discouraged. I figured that once the estate was settled and Janet Romano could see that there was no monetary value she would release the judgement and this would be over.

However that was not the case, I understand from the realtor handling the short sale of my father’s house that Ms. Romano made the realtor give her 1000.00 at the closing in order to release the judgement so the short sale could be completed. Needless to say even after the property was sold she was still coming after me. I did not know what to do. Most of the Attorneys that I contacted had very little interest in this type of case. However after the judgement caused me to miss out on a lucrative employment opportunity I had to make it my mission to resolve this. I utilize the legal services offered by my employer ADP. I called an Attorney in Fairfield NJ and the woman who answered the phone informed me that the attorney does not handle cases like mine, but referred me to Olga Barone-Allan a God send.

Olga was able to guide me and speak on my behalf. She reached out to the nursing home and provided a contact that I could work with. I knew I needed someone like her to assist me. However I was not sure if anyone like this existed. I do not know how I would have been able to handle the issues without her assistance. She provided an expertise that is not easy to find. She also never asked for a fee and when I offered to give a token of appreciation she refused. I think you would agree that providing the service she did without expecting compensation is unheard of in 2017. She was able to find someone from the nursing home for me to speak with and I was able to explain what was going on and that there was a Medicaid case for my dad. Long story short I found out that the bill had been written off as a debt. I literally was dealing with this for close to five years. Olga came along and produced results. Results that helped bring some closure to this open wound. Q Should a person pay attention to their EOBs (explanation of Benefits)?

Yes, it is so important to verify the charges being recorded as it is a great tool to identify hackers, inappropriate billings, etc.

Q How likely will an insurance plan or provider of service refund a payment inappropriately charged then paid?

Very likely however it will take constant follow up because you are one of many in queue.

Q Will you appeal a denial if you feel it is appropriate?

Yes, as long as I am able to obtain all the needed backup documentation.
